Abstract
Maģistra darbā pētīta Vidzemes guberņas latviešu daļas pagasttiesu un zemnieku virstiesu darbība, funkcijas, biežākie pārkāpumi un nepilnības no 1889. gada Krievijas impērijā īstenotās tieslietu reformas līdz pat zemnieku tiesu iestāžu likvidēšanai 1917. g. nogalē. Darba gaitā tika secināts, ka zemnieku tiesu iestādes pēc 1889. gada Krievijas impērijas tieslietu reformas bija kļuva par pilntiesīgām tiesu iestādēm, kurās darbojās vietējo pagastu zemnieki. Pagasttiesas un zemnieku virstiesas bija iedzīvotājiem pieejamas un spēja nodrošināt iedzīvotājiem viņu interešu aizstāvību un veica arī pagasta sociālās funkcijas visā to darbības laikā. Tās ļāva latviešu zemniekiem iegūt pieredzi saskarsmē ar tiesu un citām valsts institūcijām un, radot izpratni par pienākumiem un tiesībām, izveidoja viņu tiesisko apziņu.
The Master’s Thesis includes research of the functions, subordination and also most frequent law violations and shortcomings of Civil Parish courts and Peasant courts of second instance in Latvian part of Vidzeme Province in the years between Russian Empire Judicial reform of 1889. till the very end of peasant court system in the late 1917. In the result of the research it was concluded that the peasant judicial system after the reform of 1889 in the Russian Empire became a full-fledged judicial institution in which local peasants’ participation. Parish courts and supreme courts were accessible to citizens and were able to provide citizens with protection of their interests, and also fulfilled the social functions of the parish throughout their life. They allowed the Latvian peasants to gain experience with the court and other state institutions and, by raising awareness about their duties and rights, created their legal awareness.
