Abstract
Autora izvēlētais diplomdarba temats - Latvijas Republikas Satversmes pieņemšana, 1922. gads un tās reformēšanas mēģinājumi līdz 1934. gadam.
Diplomdarbs sastāv no trīs nodaļām. Pirmajā nodaļā autors apskata vēsturiskos apstākļus, valsts pirmsākumus, pievēršas arī jautājumam par Latvijas Republikas konstitucionālo noformēšanu. Par būtiskāko atzinumu pirmajā nodaļā uzskata Satversmes II nodaļas nepieņemšanas lielo trūkumu.
Otrajā darba nodaļā autors analīzē Satversmi atzīstot, ka lielāka daļa grozījumu ir bijuši veiksmīgi. Tajā pat laikā norādot uz vēlēšanu sistēmas nepilnībām, kas pašreizējā šī likuma redakcijā var radīt būtiskus draudus Latvijas politiskajai neatkarībai. Darba trešajā nodaļā autors apskata Satversmes „iesaldēšanu” 1934. gadā, norādot uz autoritatīvā režīma būtiskākajiem trūkumiem un kādi apstākļi noveda līdz tam, izvirzot priekšlikumus par tā laika likumu grozījumiem.
The chosen theme for the author’s diploma paper is “The adoption of the constitution of the Republic of Latvia in 1922 and the attempts of its reformation until 1934. The diploma paper consists of three parts. In the first part the author touches upon the establishment of country, different historical circumstances and constitutional incorporation of the Republic of Latvia. The main conclusion in first part is the indigence of non-acceptance of the constitution’s second chapter. In the second part the author reviews the constitution and acknowledges that the major parts of amendments were prosperous. In the same time the author of the present paper points out the gap in electoral system, which in instant formulation can cause a notable threat to Latvia’s political independence. In the third part of diploma paper the author analyses the blocking of constitution in 1934. The author exposures and stresses the shortcomings of authoritarian regime as well as conditions that led to it. In the end giving some suggestions for amendments of law for that period of time.
