Abstract
Skanstes apkaime ir relatīvi maz apbūvēta teritorija, kam ir liels potenciāls kļūt par zaļu, labiekārtotu vietu netālu no Rīgas centra, tāpēc par bakalaura darba mērķi tika izvirzīts – izpētīt Skanstes apkaimei piedāvātās attīstības alternatīvas un sniegt idejas apkaimes pilnvērtīgākai kvalitātei. Bakalaura darbā tiek noskaidrota Rīgas domes un pilsētas plānotāju nostāja pret Skanstes apkaimes attīstību, kā arī pēc 10 indikatoriem analizēta Skanstes apkaimes esošā situācija un trīs pilsētas piedāvātie attīstības scenāriji. Pētījums rāda - lai Skanstes apkaimē notiktu pozitīvas pārmaiņas, nepieciešamas nevis lielas naudas investīcijas, bet gan strukturālas pārmaiņas šīs teritorijas plānošanā.Ilgtspējīgai apkaimei būtu nepieciešams – veikt izmaiņas satiksmes plānošanā, nosakot, ka gājēji un velosipēdisti ir prioritāri, kā arī sakopt un uzlabot zaļās teritorijas, t.sk. mazdārziņus.
The neighborhood of Skanste is a territory with relatively low number of buidlings. However, it has a high potential to become a sustainable and facilitated area close to the centre of Riga. Therefore, the main objective of this bachelor paper is to investigate the potential development possibilities of Skanstes neighborhood and give improvement recommendations to achieve a higher overall quality of the area. This paper also examines the point of view of the City Council of Riga and their ideas about the development of neighborhood of Skanste. Furthermore, the current situation of the area and three improvement scenarios are evaluated based on ten indicators. This research shows that the neighborhood of Skanste needs structural changes in planning of the territory in order to reach positive changes, instead of large scale financial investments. What a sustainable neighborhood needs is implementing changes in the traffic planning, keeping in mind that the pedestrians and cyclists should have the priorit. It is also crucial to tidy up and put in order the green territories, such as allotments.
