Abstract
Promocijas darbā ir analizēta ārlietu ministriju pārveide un izmaiņu raksturs Baltijas valstīs (Igaunijā, Latvijā un Lietuvā) un Skandināvijas valstīs (Dānijā, Norvēģijā un Zviedrijā). Izmantojot novatorisku pieeju diplomātijas studijās, darbā ir meklētas atbildes uz jautājumu, kā sešu viena reģiona valstu ārlietu ministrijas pielāgojas starptautiskās sistēmas transformācijai 21. gadsimtā. Empīriskā materiāla pamatā ir ārpolitikas pārskati, ziņojumi un gadagrāmatas, kā arī padziļinātas intervijas ar diplomātiem un ārpolitikas ekspertiem. Balstoties uz septiņiem funkcionālo pārmaiņu kritērijiem, darbā tiek secināts, ka Baltijas un Skandināvijas valstu ārlietu ministrijas ir pilnībā atteikušās no „vārtu sargātāja” modeļa, kas tādējādi apliecina ievērojamas pārmaiņas šo ministriju funkcijās un lomā.

The dissertation analyzes the transformation of and the nature of changes in the ministries of foreign affairs in the Baltic countries (Estonia, Latvia, and Lithuania) and the Scandinavian countries (Denmark, Norway, and Sweden). Using an innovative approach to diplomatic studies, the paper looks for answers as to how the foreign ministries in six countries of one region have adapted to the transformation of the international system in the 21st century. Empirical material is based on reports, declarations, and annual reports regarding foreign policy and also on in-depth interviews with diplomats and foreign policy experts. On the basis of seven criteria for functional changes, the paper concludes that the ministries of foreign affairs in the Baltic and Scandinavian countries have completely abandoned the "gate keeper" model, which thus confirms significant changes in the function and role of the ministries.
